It's just an active buff that removes the element from your skill. There's a 100% elemental reduction, so your damage is always neutral. I'm fairly certain it's exactly like the Blaze Wizards Reset except the fact that it works properly.

So yea, using Blaze with Reset on a fire immune monster will result in neutral damage, not 1.
