She debutted before BoA. BoA debuted in 2000, she debuted a little before 1999. But she did techno back then which is why it wasn't as mainstream as BoA's hiphop.
She's performed with Lady GaGa before too. BoA hit the American music industry first because 1) BoA's younger and 2) for most of 2000's decade, Lee Jung Hyun spent her time becoming famous in Japan and China with her "This is Hyony" and "Love Me" album, respectively.
