Transform and Super Transform are 100% unusable in JapanMS right now due to the delay bugs for Transform and Super Transform. They're TERRIBLE after the balance patch.

It has been there since the first wave of Adventurer updates. It's in all versions right now, I believe. GlobalMS is the first to fix it, as far as I know.
