Might not be a requirement but the fact is that the event was supposed to benefit everyone, period. This event was clearly designed to pump the "extra" chaoses out of the game and raise prices to where they were before, thus favoring the rich.

FFS, chaoses would have risen to normal price eventually anyway. There was absolutely no reason to change it, especially since it means the patch got delayed while they changed the entire thing last minute.
