Nothing's confirmed, what people have to do is wait until Tuesday, and see what's coming.
Oh, you're telling me that they just added an omega sector background, when they wanted to mean Neo City? That's completely idiotic. Yes, they used random backgrounds for items, but when they wanted to show a town that was going to be implemented, they always used the right image.
As you said, there's no data providing anything at the moment, then don't say that JMS IS getting it, like was said, it's a possibility, and what you think, until the patch, it's not a fact.
There's a difference in being realistic about it and fantasizing about what MAY happen. We're getting Kerning Square in this next patch. That's completely apparent.

All signs point to Neo City. It's the ONLY THING that's an alternate version of a content we have.
