I'll share my previous experience with bans and the ticketing system:
I was banned for "bigfoot glitching" back in September '08 I believe it was. This was back when a lot of people got banned. Still to this day I'm not sure why I was banned, because I only visited Crimsonwood once before my ban (which was a few days after its release), and I never used shadow web (did hit bigfoot a few times with regular Nightlord attacks though). During the time, I did leech (which is perfectly legit) off another character (not BIGFOOT LEECH, skele leech), and I leveled somewhat rapidly (10 levels in about 5 days at level 110-120). It was concluded by the community that nexon probably used a threshold of exp gain to ban people, because there were a lot of unjust bans.
When I submitted a ticket, I was told that my ban wouldn't be lifted (basically same reply as you), and that was it. I tried to submit a few more tickets, and they all just got closed. On about my 4th "duplicate" ticket, I got warned that if I continued to appeal my ban I would be suspended from the ticketing system.
So yeah, duplicate tickets will achieve absolutely nothing. Once they've made a decision... not reversible. Trust me, I know it sucks - been there.
