If there is going to be anything that will put a stake in the luckless mage dominance in this game, this system will probably do it. After according for luck used, that staff is +133 m.att. Finally enough to warrant the use of that 123 luck for the staff alone. Factor in what happens if you account for the possibility of overalls, gloves, shoes, etc, and luckless are pretty much destroyed.

This of course probably doesn't mean much if this new system benefits existing elemental wands though, as luckless AMs would be at a much higher advantage.
