Seeing as the monster has for some reason a massively high attack, yet absolutely no mp raises a few questions.
My theory is that monster designs were a very big part of the expansions design, being one of the major features.
Creating new challenges was an important task early on in its development, as noted in a previous Q&A session with Prose.
I figure that very late in development, they decided that the monster was too difficult for most maplers around the monsters level. You could also speculate that it might have also taken too long to try and rebalanced the monster at that stage. Heck, it might have been the bugs that pushed it back a week from when the new cash items were listed.
Will it be modified? Most likely, as they're likely proud of its design.
In many ways, it is a new monster type.

When you look at it, there are only a few monsters in the keep that are not automatically aggravated against you.As for your question Pat, the question You might be interesting in asking if the Leprechaun has the ability of gaining mp over time.
This is as its the only monster in this expansion that can stun.
