Bottom line: As you all said, it sounds like normal-game teams don't need to worry about IVs (teams created for regular in-game play with CPUs). However, for competitive play people will want to acquire the above items and breed high IV Pokemon. While this change to HG/SS definitely helps, it's still tedious in that maxing two stats with IV/EV means you can't use the Everstone method of transferring nature, so lord knows you still need to keep cycling a crap ton to hatch eggs. Not to mention finding specific egg group Pokemon with max IVs to begin with.

These items are the "Power" items introduced in Diamond & Pearl which boosted Effort Values earned when held.
