According to this you should have a pretty high chance of getting a Surf one if you get a !! with over 10000 steps. Do you have a Ground/Electric/Grass type as lead Pokémon? Those reduce the amount of steps needed.

Oh, yey for updates. Serebii didn't have that when I last checked. 1/3 isn't as bad as I thought it was.
