Production I.G. Worked on FLCL as well. It's possible I guess, but I never really noticed that. I don't think any of the animation directors in Kimi ni Todoke worked on FLCL though. It seems more like it's just coincidence to me. The art style is kinda typical shoujo romance, so it may have completely flown over my head since I'm used it. After all, FLCL used a lot of different art styles because GAINAX and I.G. were testing styles (one of the styles they tested was used for Gurren Lagann, another was used for Diebuster).
Take a screencap of the expression, if you would so kindly. I'll probably rewatch episode 1 with this in mind to see if it matches up.
