Actually, she's really Yamato Suzuran from Suigetsu. Someone on 2chan made the chibified fanart image of her and she became a meme on the moon side of the net. Shortly after it found its way to 4chan during its early days (she was actually very popular there, but it doesn't seem as if many people remember her anymore).
