We don't really need %-reduction in the lower levels. Think of %-reduction as a reward for those that really put a lot of time into their characters and also the way ranged players survive the tougher enemies/bosses out there. From what I remember, ranged suffer from being 2 shotted only after hitting ~early 4th job. Suffer a few more levels, and you gain access to equipment that will make you take 3 hits to die instead. It'll also make ranged be able to survive hits unwashed like they did back in 3rd job.
