Um, I think they meant the servers as "what"...like, they're things. Things = Nouns. As opposed to the site undergoing maintenance, ya?
It can be used both ways.
- What are you doing? Upgrading the servers. Or,
- What is it that you are upgrading? All game servers.
If you left out "Upgrading the" in the first sentence it would sound awkward. What are you doing? Servers.
