If you need any more proof that Final Cut simply consumes HP once, it's right at the beginning of this video:


I think the cooldown makes it somewhat balanced though since they can only use it 60% of the time. Their damage doesn't look that great without the Final Cut buff.

Their damage is still high regardless of Final Cut.
