If someone buys your car for $2,000,000 and it turns out they stole the money (and used it as a getaway car), then yes you are partly responsible for the crime.
Nexon can't and shouldn't have to differentiate between "legit" players who just happen to have 600 hacked scrolls, and "illegit" players who spawned their own chaos scrolls and Duey'd them to their other account. It's the same scrolls, neither person was forced to have them. I don't think a permanent-ban is the right solution in either case, maybe a temp-ban while they sort out who did what. By banning everyone with some number of chaos scrolls, they ensure that they can get rid of them properly (maybe track where they came from, since there's probably some marketer out there who's honestly not at fault here).
The other situation you mentioned, PB getting hacked - uh, that kinda happened on Bera when Zakum came out, and I think other servers as well. The legit players knew Zakum hadn't been killed yet, so they didn't buy the weapons it had dropped.
