I get that message when I forget how many accounts I logged in that day and try for the 10th one, then if I log in the web site it's more specific and says my IP has been suspended for suspicious activity and fill out their little form etc etc. So, I fill out the form, reset my modum (who wants to wait a month or two for nexon to do something), log in with new IP to the web site and go through the account reactivation process, then log in the game normally.
I haven't been banned for chaos scrolls so can't say for sure on that one. But I've seen ss with little blue msg from other people who say they were banned for that.
Bottom Line: I think you were IP banned, reset your modum and try again (most ISP use dynamic IPs so reseting your modum gives you one that's currently available).
