Never knowing when/how/where you got caught or are being watched is far more effective as crowd control.
The fact that they do appear on the surface on a regular basis proves their activity, which will enhance the sense of security. As for actual working, do it undercovers as suggested, it's arguably better than chasing stray dogs around the district corners. Forcing the group to stay hidden at all times can give off a misinterpretation when it comes to their activity because of the role model predecessors: GMs.
