Alright, here's another analogy then:
Suppose there was a fire at your school and a wing burned down.
The school announces that those students whose lockers were in that wing, will receive $500 each.
Then they start handing out the checks - and it turns out some kids with lockers at the other end of school got checks, whereas some kids whose lockers were destroyed received nothing.
Are they entitled to complain?
