For the weapon thing, lvl100 weps are easy to make meaning easy to mass scroll
Most people can't afford to mass make reverse/dragon weapons
When you can land more 30s on a lower lvl item through lots of trials it can come out better then a higher lvl wep that you only used 60s on -- plus lower stat reqs
