For all we know, the GM account itself is banned, but the GM still works with Nexon under a new name.
His username got compromised, and if Ecko isn't just blowing stuff out his ass to inflate his e-penis, he could get onto the GM account again if he wanted with just the username. Even if Nexon didn't see it this way, they're still smart enough to hide their ass and provide some sort of message to the public that the GM was punished in some way.
Personally, I think they pretty much told him "don't do that" and maybe cut his pay.
