Aren't these supposed to not be in the game yet?

Presumably you lose the couples effect, I wonder if you can APQ without it.

I have a bunch of chars in that level range, hopefully this is a permanent thing, not some mistake. I'd like to be able to afford to 70% a belt..

Do you need to be wearing your ring to APQ? If so, you'd probably lose the ability to APQ.

I'm going to assume that you keep the marriage, lose the ability to APQ and the couples effect, and lose the ability to sever the marriage (only the other spouse can do that).
