One more thing to note
There is surprisingly large number of players over 70 without zhelms, whether it's due to a lack of funding, the drive to want to earn one themselves, or just not having access to a decent party. The circlet gained through this quest chain is an incredible alternative to players in that position. Level 70 players now have the option of fighting around 5 bosses of increasing difficulty and the introduction of effects like damage reflect and magic/weapon sealing that aren't found in bosses earlier than that point. This is incredible, invaluable experience for players who aren't as well connected or clued-in as us here at southperry.
While it's easy to see how this affects you and how much better it might have been for you to get Neo Tokyo, take the player-base as a whole into account and think about how this effects them.
"B-b-b-but Sarah, players already have a wealth of areas for their level, what about MY high leveled needs! As a player with a 162 main, surely you can empathize!"
I absolutely do empathize with our need for content. I always want something I can take part in. But I was also once a wandering player with no connections and no buddy list. I know how frustrating it is to run out of quests, or have no idea where to go next, or just not have access to those areas. I didn't get my zhelm until around level 160, because I wanted to earn it myself, and when I was powerful enough to do that I still kept getting screwed.
This is a big win for casuals, and while they may not be hardcore like everyone here, their needs are no less important.
