I believe you are forgetting that many bosses in Neo Tokyo are fire weak. Nibelung, Bergamot, and Core blaze are fire weak. I have more options as the other bosses have weaknesses ranging from lightning to ice. And only 2 monsters in all of Neo Tokyo are resistant to fire, so you're not completely screwed over by the area. You can't use any of your poison skills however, which I could understand why you would not like that.
