I may be missing something from this discussion, but I might point out that the Neo Tokyo equips are Maker-able, although not in the usual sense. The weapons may not be as powerful as reverse or timeless equips, but they confer a number of interesting benefits- namely a chance at inflicting status effects, though there are also other notables, such as the lukless wand and the faster 1h sword.
As for Ninja Castle and other foreign content, it is not unreasonable to assume that Korea will continue working through other world tour areas for theme dungeons; and since we are now getting Kerning Square and Neo City in place of Formosa and Neo Tokyo, it's not unreasonable to suggest that we have a decreased chance of seeing other world tour content in its original form.
I must commend you for making an actual argument, and I had completely forgotten about the status effects and the lukless wand. I'm not saying Neo City is a preferable alternative to Neo Tokyo, but that at least we're getting it, and at least someone can use it. Neo City does seem to be one of those places, like a PQ, where you can get together with your friends and relax from the constant grinding you do. While I'm sure a place to grind other than skeles and ToT would be nice, we can wait for it, there's no point in longing for something that we're definitely not getting and there's no point in getting angry over something you can't really control. And though we are getting theme dungeons in place of some world tours, my point is that doesn't mean we'll lose Zip or Singapore, it remains to be seen, hopefully from SEA, how theme dungeons and world tours will coexist, if they can at all.
