All Neo City is good for is cards it seems like to me and will be become another overlooked area after the initial buzz is over. However, Neo Tokyo would be used even after the initial buzz is over. While Neo City's usefulness runs out at around 100, Neo City's usefulness never runs out once you get the level for it.
Not to mention all of the equipment that had a much lower level requirement than Neo Tokyo itself that you could make or use; those alone would have gotten far more use than either of the areas themselves; that I can guarantee.
