This doesn't make any sense. YOUR argument is flawed. You said "if you didn't know any there was.." and then said I WOULD KNOW. how would you know if you didn't know? Thanks for participating though. Ignorance is bliss BECAUSE you don't know. It doesn't mean it's better to be ignorant, but it is easier to live that way because you don't get crushed when things don't work out like you expect for them to.
We've digressed far enough, and I'll put it down simply for you: Neo Tokyo is a worthless pay-to-play area with no viable training prospects. The monsters are horribly unbalanced and have all sorts of status effects that they're ready and willing to inflict you with at a moments notice. Ranged players have often struggled to play there at all. The only people who would benefit from this are damage whores with big connections who get accepted into boss runs because they spend all of their time and money building ridiculous equipment. Neo City, on the other hand, may only benefit low level players, but at least it does it for a larger audience than Neo Tokyo ever has. Not to mention that there are monster cards for people of a higher level to collect, and tons of quests to complete.
Neo City isn't what you want but that doesn't mean it's a bad thing. And again, high level content that only a small group of people can use is in no way better than no content at all. What's fair is more important than your whims.
