The concept art was apparently made by Huke before Vocaloid even hit the market. She got tied to Vocaloid when Ryo (Supercell) composed the song for her. He thought her resemblance to Miku was quite funny, but it was purely coincidental.
In other words, it's not really tied closely to Vocaloid, but the song Ryo composed made it skyrocket in popularity.

Yeah, I watch at least one episode of everything, and it's nice finding one series that nobody is talking about but is pretty good. I don't even usually worry too much about the lists released before the season. I use it to take a quick glance and pick out the most interesting sounding stuff first. That way I have a priority system on what to try out first.
