Reason this is implemented within 10 year's time is due to the increase number of people that has access to the internet. Put this in perspective, there will not be enough Class A, B, and C IP-addresses to hold everyone in the future. It is expected that we'll be going up to 128-bits (Hexidecimal) to expand for future generations.
Current IP addres (IPv4) is like this:
128.02.16.198 (just a number) which translates to something liiiike:
10101011.10111000.10101111.11111110 (made up #)
In the future, instead of seeing stuff like:
198.16.182.28.192.198.2.16 (for example)
It'd be more logical and easier to use hexidecimals.
