Even from a pure bossing standpoint, cannon and burst fire used with max ship or max bullseye is far more effective than having max rapid fire. Ditto for any variation in points. If you really want a pure bossing build you'd at least max both ship and bullseye before you thought about RF.
And in my opinion, Torp is a far better investment if you train outside of bossing. You level up more quickly which means higher damage at all times and higher HP, far more useful than extra damage during the very short amount of time you might be off the ship.
