Conserver's rather reliable. He's the local extractor over at AsiaSoft forums (though he just previews the data at the moment while we all wait for Fiel's extractions), although I honestly didn't know that he had an account here too.
If he says there is Evan data, chances are high that there really is Evan data. Though I expected MSEA to get Ghost Ship in the Sea Mist before Kerning Square... I thought the PQ came out in KMS before the two themed dungeons.
EDIT: Also, Conserver says that Neo City is untranslated, yet he does not mention whether or not the Evan data is also untranslated. If the Evan data is partly translated and Neo City is not, then chances are rather high that MSEA is just getting the Neo City data but not releasing it.
