Because weed is illegal, if they catch dealers that's a crime. Same applies for other weed related activities. This of course costs a LOT of money to do compared to just leaving them alone if it was legal (and drug busts happen a lot too). There's also general benefits of making it legal. Economy gets boosted (which you mentioned), and possibly test scores as well. Friend of mine told me about a test where a guy took the SATs sober and then high, and he got a better score when he was high. What the legislators have to do is weigh the pros/cons and costs of it being illegal vs legal and make an educated decision.
