Proposed New Outlaw Build!

I don't know why you're getting a point of Gaviota or Octo early. Really, all of the Outlaw skills suck at level 1 except Burst Fire. Level 71 excluded, I did pretty much your exact build order. Max Burst ASAP, and use Fake Shot for any incapacitation that you need to do until you get Ice to 21: where it gets a 3 second freeze. I also agree with (and did) 26 Flame and max Ice. My main reasoning is what was said earlier -- you use ice far far more often than fire, so I figure maxing Ice would do me more good in the long run. I'm probably going to max Flame around 199 just because, but I honestly think max Ice is the way to go.
