While it is true that the monsters are fire weak as well as have a decent exp/hp ratio, I find the spawn to be a bit questionable. there is a mix of extras with leaders on the map. the extras have a very nice exp/hp ratio, but the leaders are much higher level and have far worse ratios. My guess is that by the time you can effectively kill the leaders, the extras will be too low leveled for good exp rates. if the extras are good for exp, then the leaders will slow down an f/p magician's training by being too high of a level.

The hideout has bains, which are somewhat nice for i/l mages. idk how good it is for f/p mages. i doubt that you would be training on bains or in the parlor, where anego spawns. that leaves the parking lot (which is too big to train on in my opinion) and the Finance of Flaming Raccoon, which may be doable using Fire Arrow. Something to note here is that by the time you can train on these, most F/P mages have moved on to using poison to train (around the 7x levels).
This is just what I see from looking at the monster/map data and personal observations on the spawn. If you think that it would be worth trying (or have experience that says that it is actually good) then I'd be happy to add it onto the reference.
