I think the main focus is just to get Nexon's attention. We know from past experiences that Nexon does take their BBB rating seriously and typically provides swift responses in order to clear things up. It's even been joked about that the BBB site is Nexon's real ticketing system.
I don't think anyone expects outside action from logging BBB complaints, rather they want to provoke Nexon into action by doing something they will pay attention to.

I think the real problem right now is that we don't know.
We are only able to speculate on how this is happening -- which leads to a lot of different theories on how to make your account secure.
The only thing that's 100% secure right now is leaving your account logged in 24/7 or locking all your items. The rest is just speculation.
