Thing is...which one to upgrade? I was looking at 17 stat for shoes and 12 DEX for earrings, but I don't exactly know the prices. Obviously I'll go for the shoes if the prices are around the same, but the prices is what's stopping me from deciding. I have 230m to spend, not sure how much I'll have after I sell one of those.

Those sold for roughly 200 mill. Your 9 stat shoes will have almost no resale value, especially since its stats and not dex, sorry to say.
In terms of stat gain, you'd gain 8 from a pair of shoes whereas if you'd be looking at 15 dex earrings for an 8 stat upgrade. Of course there's always the split up option, in which you could probably get 14/1 shoes and say 11 dex earrings or something along those lines. Just tinker with the market prices you can find and go from there.
