I don't believe this would fix your Frame lag, but you're still on Service Pack 1.. Vista released service pack 2 quite a while ago, keep your computer up to date or you'll just run into more problems, there is a slight possibility of that being a problem, although I highly doubt it, but it's still better to keep these things updated, also try downloading the latest drivers for your card at Nvidia.com, you could also try Gamebooster by IObit. It's a nice little program that shuts down processes in the background that aren't needed freeing up some physical memory.
