There's no actual list so far. The list way back when touhou 12.3 came out was as follows:
I'm sure that since the release and the patches. Several characters have shifted. Suwako is most likely a huge candidate for moving up a lot of ranks due to the new combos (4k damage combo that only uses 4 orbs and no spellcard? Hell yeah), string pressure, gimmicks, and relatively (and recently buffed) strong spellcards.
EDIT: Oh a slightly more updated tier list though it is probably still behind.
Reuploaded pic for ya. Magister is currently the best english Komachi player sitting at the phantasm skill level I believe. He's on his way to winning the 2nd touhou 12.3 tourney amongst doujinstyle members haha. EDIT: Spoiler'd
