My bad. Go to Others. Check Use POV switches. I'm fairly sure the PS3 Controller doesn't have a POV switch, but it should be POV1:[DIRECTION] to set the D-Pad.

A POV Switch is the button that lets you swap your D-Pad with your Joystick on your controller.
