so if i have 120 dex and 1 wpn attack, all of the 120 dex is only doing as much as 1 wpn attack?

adn if i have 60 dex and 60 weapon atk, 1 dex is doing the same amount as 1 wpn attack?

Yes, this is right. The amount of dex to weapon attack is constantly changing depending on how much of each you have, so (dex/att) is a good approximation.

The true formula is a bit more complex than that, but I'm sure you'd have no idea what to do with it.
