They should just start checking cooldowns/buffs every 2-3 seconds, that, or reduce snipe cooldown to 3 seconds, for it to work as intended (for the most part).

Cyanne's method does work with the new 4 second snipe, but it would take quite a bit of practice to get it right. It's also a passive suggestion to count snipe as "once per 10 seconds" in bossing dps calculations.
