Let's say you fire Snipe at second 1, can you fire another at second 5? Or is it possible for the 5sec-cycle end-point to fall on second 3, for example, and thus you can only fire another Snipe at second 8? and another at second 13 and so on? Wouldn't the trick be to fit the 4sec cooldown inside the 5sec cooldown like you said, then proceed to constantly spam Snipe as soon as it becomes available? Your cooldown will be consistently 5secs as long as you keep Snipe going, or are able to catch the rhythm again once interrupted, correct?
If it's true, Marksmen can just buy themselves that musical tool to keep the beat going and fire Snipe at the beginning of every 5sec cycle. You have 1 whole second to deal with delay from Strafe/whatever, it's quite possible.
