Snipe in Other Versions of MS

Technically snipe is already 5 seconds ish in gMS right now, you just need to know how to time it correctly. Here's a copypaste of a post a made:

Basically you're aiming to overlap a Strafe and Snipe cooldown's finishing moment? Also, I don't understand the delay. Does the cooldown process gets delayed before starting, or there is an additional invisible cooldown period after the normal one?
