You're joking right? I was raised Jewish, there isn't a scrap of my ancestry from outside of Europe. Not all Jews are Israeli and not all Israelis are Jews. Or, if you want to get all biblical sure, Hebrews are Jews. But they didn't ask for Hebrews, they asked for a term which could refer to any of 13 million people on the earth, 60% of which don't live in Israel*
