Don't know how much level difference affect O.o your 5 lvl higher than me so don't know. But my stats are, hmmm, different. (100 base dex, 22 luk, 5 int put some points into HP because maxed HP increase at lvl 45 or so and this was like 4 years ago)
Idk about the damage or whatever, but yes, they made ALL Oblivion monsters weak to Ice and Lightning as well as poison.
