The way the game is structured is a spectrum:
Mobbing ----------------------------------------------------------------------------------- Single-Target
Mages --- MM --- Paladin --- Shadower --- Bucs --- Drk --- Heroes --- Aran --- BM --- NL --- Corsairs
What do you do if you halve the attack of an Arch Mage's ultimate? If you're going to halve a mage's mobbing ability, then you have to buff it's single-target ability, or you'll destroy the point of playing a Mage. If you buff it's single target ability to the point of balance, then a mage will essentially become a hero with different looking skills... which will probably threaten your NLhood even more.

They don't need any stronger single-target skills, because Triple Throw is already strong enough, and they're not supposed to have strong mobbing skills, because that's the trade-off NLs have for godly single-target damage, just like mages trade their single-target damage for godly mobbing skills.
If you're so envious of Mages that you feel threatened that they're getting buffed, why don't you make a mage? If you can't give up your single-target but still want decent mobbing, make a warrior class.
Also, there's a reason why this is called a balancing patch. Buffing every class proportionally destroys the point of all these changes.
