Even skipping that 20%, 7750 base HP is a lot better than the ~12000 it used to need. Probably the difference for unwashed Shadower/Buccaneers (Arans?) to fight PB. And the Aran definitely needs to be able to survive Big Bang without Combo Barrier, otherwise you can't attack to get it going.

I actually imagined a Shadower using Smokescreen and the Arans then using the time in Smokescreen to get 200 Combos, activating it. You'll need more than one Shad though.
