[1.2.276] More rebalancing

I find the fact that they now made Ice Charge worthless, since Fire is now 140% to Ice's 110%, and the fact that the damage charge, Lightning, is now lower than Fire.

Ice charge wasn't worthless ever? when did this happen. Lightning is much more important now than it was before, regardless of it's unchanged damage %
