Shield Mastery is the most useless skill in the game. A 100% DEF increase? Dragon Khanjars have 5 W.DEF. DAMN SON!

Chakra can't be grouped in with skills like Steal and Shield Mastery. It wasn't useless to begin with, and after Nexon improved its effectiveness last year, there's no reason for any Chief Bandit to not max it.
