Energy Orb + Dragon Strike still yields a higher DPS than Dragon Strike alone, it's just not as significant of a difference as before. It's now an average 3%/s/mob improvement with maxed Orb. Before, it was an average 182%/s/mob improvement. That's saying how much the usefulness of Orb has decreased in a sense, but Dragon Strike's DPS has improved 227%/s/mob since then.
You're basically changing from Dragon Strike + Energy Buster to Dragon Strike + Energy Orb, which one would rarely use anyways, since Cork Screw provides a push and invincibility. Energy Orb will provide you with decent mobbing range to fill that (now significantly smaller) Dragon Strike gap, but it's still a very slow skill.
